This position will work a hybrid schedule of working both remotely and in the office. More about us: This position is part of the Oregon Department of Early Learning and Care (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for administering state funded early learning programs, including home visiting and site-based infant, toddler, and preschool services and supports for families, licensing Oregon’s child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers. What you will do: This position will lead a newly established Data, Analysis and Research Team. The position bears the responsibility for agency-level data and analytics value creation, promoting and practicing data governance as a strategic discipline, and building the critical foundations to ensure DELC is an agile data-driven enterprise. This position will ensure that DELC’s research agenda reflects the agencies priorities and oversee the implementation of that research agenda. They will serve as a senior-level leader, operational consultant, subject matter expert and advisor on emerging best practices, governance, strategy, and service provision to ensure full recognition of data value. The person in this position must be an extremely effective communicator with strong leadership skills, and will work with Division Leadership, Operations Leadership and Executive Leadership teams, among others, to align business and data initiatives, and contribute to other related agency strategic planning and implementation efforts. This leader will counsel agency leadership regarding areas where data and information management improvements, policy decisions, and direction are needed. In addition, this position works with executives, the federal government, and other state agencies and jurisdictions to integrate department objectives providing high level decision-making and oversight.
