POSITION DESCRIPTION:

Under supervision of the Policy & Data Development Unit Lead and/or Project Manager, the Junior Administrative Analyst is trained, assists with, and performs professional level analytical work in a variety of functional areas, such as: best practices research, industry research, economic analysis, with data development work and associated analysis of new data. The team works to improve the knowledge base of the SFMTA to better inform decision making around management systems, functions, policy and procedures and/or major program planning. With support and work provided by this position, the Team will make recommendations to senior and executive management regarding best practices in city department and transit agency management, more specifically government operations to meet policy objectives.

The position will conduct basic policy analyses and data set development in support of the Clean Transit SF Program, funded by a grant from the State of California. The Clean Transit SF Program is a comprehensive endeavor to transform the transit experience in San Francisco's downtown area and surrounding neighborhoods by addressing challenges related to waste management, graffiti, and aesthetic appeal. The junior analyst also will provide analytical and data support on other priority projects as appropriate.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
• Conducts field surveys and carries out routine research in connection with budget, legislative or management studies and/or performs analysis of actual expenditures compared to the budget or public policy issues.
• Assists in conducting difficult and complex analysis, procedural, organizational and operational investigations, quantitative and qualitative data analysis, surveys and/or research relating to department/agency operations.
• Assists in preparing reports and proposals, including preparing quarterly and year-end financial, program and budget, and legislative reports.
• Assists in preparing budget and program delivery calendars.
• Assists in compiling budget requests and preparing supplemental budget requests, making budget presentations, performing cost analysis and preparing program reports.
• Prepares, generates, and updates budget documents, contract reports, surveys, databases and mailing lists.
• Performs research on Transportation Industry topics and submits research papers for consideration by decision makers.
• Tracks and coordinates revenue and expenditures, grants, program budgets, and other funds.
• Assists in preparation and coordination of development of legislative proposals and/or statewide initiatives.
• Prepares graphs and charts for presentations.
• Assists in review, processing and monitoring of contracts and contract certification processes. Maintains contract files, and other contract documents and certificates.
• Assist in monitoring progress on grant funded projects and submitting invoices to funding partners for reimbursement.
• Draft grant applications for State, Local, and Federal grants like the Clean California Grant and maintain a professional relationship with funding partners.
• Inputs and maintains data in computerized system and generates computerized reports.

DESIRABLE QUALIFICATIONS:
• Possession of an undergraduate degree in accounting, finance, public or business administration, economics, urban studies, public policy, computer science, planning, or related field.
• Experience working with federal, state, and local transportation agencies.
• Knowledge of transportation capital funding processes and procedures used by federal, state and local governments.
• Ability to prepare graphic design and presentation materials for conceptual engineering and photo-simulation and various social media tools.
• Ability to use various computer applications, including MS Word, Excel, Macros, Power Point, Power BI, and SQL.
• Ability to interact effectively with internal and external stakeholders.
• Ability to work effectively with all levels of staff within SFMTA organization and outside agencies.
• Ability to work as part of a team to accomplish a set of shared goals.
• Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
