Duties
Data Collection, Analysis and Reporting: Has primary responsibility for planning, developing, and executing a major nationwide statistical analysis program for the collection, processing, analysis, and dissemination of data quality reports with emphasis on the continuous improvement of the data quality of the NDW tables that contain the medical records of the Al/AN population located throughout the United States. Coordinates the implementation of new data quality initiatives with the Area Statistical Officers. Coordinates with the RPMS administrators and other non-RPMS site managers to maintain a high standard of data quality. Initiates, designs, and trains the Area Statistical Officers, DPS staff, and all interested parties in key knowledge elements or domains to ensure the accurate recording and reporting of NDW data. Responsible, working as a team with the Senior Statistician, Patient Care Statistics, for generating data quality/general health statistical reports for fulfilling special requests for statistics information with oversight from the DPS Director. Analyzes, evaluates, and interprets quantitative and categorical data quality regularly collected and reported. Develops original and imaginative statistical solutions to unique technical problems based on personal and professional knowledge of appropriate statistical techniques. Devises innovative methods to include data visualization for presenting error rates, quality measures of data, and statistics for health trend analysis and program statements.
Provide advice, consultation and interpretation: Serves as a principal consultant to key IHS staff, providing advice on ways to improve data quality, including correct primary data collection and proper interpretation of causes of spurious data to implement more accurate measurement of program activities and evaluation of the success of program activities. As a recognized authority in the health statistics field, serves as consultant and advisor to other technicians in similar or related fields, inside and outside the Federal government. As such, provides technical advisory assistance and guidance to other Headquarters and Area offices on statistical procedures in implementing unique data quality or demographic study plans. Serves as a focal point for supplying information to interested persons within IHS, other agencies within the Department, other federal agencies, Congress, and outside groups such as American Indian Tribes, Tribal organizations, universities, libraries, news media, contractors, etc. This includes analyzing, evaluating and interpreting current and historic vital and medical records data. Designs and prepares automated data for various special statistical studies published internally, providing information for the operation of IHS programs, i.e., workload and user population data quality surveillance and correction, as well as knowledge management studies of processes and committees. Review drafts of statistical manuscripts dealing with statistics prepared by DPS and other IHS and outside sources. Evaluate statistical analysis methods, assess the validity of conclusions, and make recommendations for improvement as necessary, given known limitations in data sources focusing on data quality.
Establish and Maintain relationships: Maintains relationships and participates with other statisticians in the federal government and outside agencies to obtain or exchange information, integrate activities, develop cooperative efforts and provide authoritative consultation. Maintains continuing liaison with other organizations, inside and outside the Federal government, to develop cooperative efforts to exchange ideas, information, and data concerning health statistics. Serves as Acting Director of the Division of Program Statistics as required.
