We are recruiting for an IT Engineer - Senior Power BI Developer to join Perth and Kinross Council's Data Services team, to work on our Data and Analytics programme, a key part of the Council’s Digital Strategy.
This role is responsible for supporting the development of Business Intelligence & Analytics solutions using Microsoft Power BI.
Perth and Kinross Council has a continuously expanding demand for reporting solutions/ data products and is recruiting to support this endeavour.
The Data Services team provides a wide range of data and analytics services to the Council:

Platform management and support services for our Microsoft Power BI platform.
Data analytics services, building and managing Power BI Apps, Reports, Dashboards, and other apps based on the needs of the Council and our partners.
Training, support and advisory services for users.
Data engineering\modelling services, building data pipelines using SQL, Power Query, DAX and using other Microsoft technologies to produce trusted data products for services.
Data custodianship services including data quality management, improvement and distribution of datasets to both internal and external users.
Awareness raising, producing high-quality publications illustrating the value of data and analytics to the organisation.

Reporting to the Business Intelligence & Analytics co-ordinator, you will undertake the role of IT Engineer - Senior Power BI Developer with responsibility for managing the Council’s Power BI platform, gathering customer requirements, producing high-quality reports, providing training\support to users and coordinating the development of intelligence products and workflows.
You will also participate in data management and custodianship services, advising on data quality and standards matters, and ensuring corporate data is managed as planned.
You will work closely with staff responsible for the ESRI ArcGIS Enterprise platform, providing an end-to-end professional analytics service.

You will be educated to HND level in an appropriate discipline or have significant operational experience in a relevant professional environment.
You will have a creative, positive attitude; working experience of data and analytics technologies and methods; and an informed, professional approach.
You must be able to communicate fluently orally and in writing and should be able to evidence good organisational and facilitation skills.
You must demonstrate a working knowledge and experience across the following technical areas:

Business Intelligence and Analytics technologies such as Microsoft Power BI, Microsoft Fabric and Microsoft SQL Server.
Advance Microsoft Power BI skills:

data visualisation and storytelling
data cleansing/modelling using Power Query, SQL and DAX
data modelling using Star Schema
Row Level Security.

Lead the end-to-end lifecycle of Power BI projects, from requirements gathering and design to deployment and maintenance
Oversee Power BI Developers and provide mentorship and technical guidance to the BI development team
Communications skills including the ability to translate technical concepts into non-technical language
Data management with understanding of approaches to data governance and data quality improvement
Analytical problem-solving skills
Logical and creating thinking skills
Statistical methods and data analysis skills
Basic database design for both transactional and analytical purposes
Basic data engi
