LCV is hiring a Local Clean Energy Deployment Director who will work directly with state affiliates to secure local clean energy project approvals and advance state policies facilitating the responsible deployment and approval of clean energy projects as part of LCV’s Clean Energy for All program. The Director will partner with 30+ state affiliates and LCV – collectively called the Conservation Voters Movement (CVM) – to design an integrated campaign in key regions, beginning with East Coast offshore wind, track and monitor local project decisions, and develop plans for advocacy and public education strategies. The Director will also ensure projects are grounded in social, racial and economic justice. The ideal candidate has experience working collaboratively with state and local-based coalitions and organizations, managing paid tactics in local campaigns and experience integrating racial and economic justice into environmental campaigns.
Responsibilities:
• Develop, lead and execute a coordinated CVM campaign focused on local clean energy deployment, with input received from key LCV staff and in collaboration with state affiliates.
• Partner directly with state LCV staff to both identify clean energy approval and siting campaigns and develop strategic campaign plans to secure project approval.
• Establish and maintain tracking for grassroots and communications metrics, as well as systems for monitoring project and permit approvals, keeping VP, State Policy and Advocacy and other key LCV staff informed in real-time on campaign progress.
• Manage budget for local deployment campaigns and work with VP, State Policy and Advocacy to develop deployment-focused fundraising proposals. Represent LCV and the Clean Energy For All program with donors.
• Support state affiliates in expanding their role advocating for responsible deployment policies by providing insight, researching and analyzing current policies and emerging trends, and developing campaign and communications strategies.
• Support state-level efforts to design community benefits agreements guidance for local partners.
• Integrate racial and economic justice principles into local campaign design, working with partners and allies in the labor movement to ensure that state and local projects advance the goal of expanding family-supporting union jobs in the clean energy sector.
• Collaborate with the campaigns team to identify local clean energy champions and opponents and help integrate into local political analysis.
• Work with the communications team to identify messaging and communications strategies to strengthen support for wind and solar projects and share guidance with state advocates.
• Coordinate with the government affairs team to ensure grassroots engagement around key federal agency decisions.
• Identify opportunities to advance our network-wide deployment program, including being an active member of national and state coalitions, scoping potential new alliances, and connecting our state affiliates to opportunities to advance their leadership.
• Travel up to 20% of the time for state affiliate training, staff retreats, meetings, conferences and professional development opportunities, as needed.
• Perform other duties as assigned.
Qualifications:
• Work Experience: Required – Minimum of 5 years of experience in issue advocacy and/or organizing campaigns, including direct experience working in politics or lobbying at the local level. Experience drafting issue campaign plans. Preferred – Experience working with labor unions. Experience working with a national organization who has state affiliates or chapters. Experience centering racial equity and economic justice in state or local policy or campaigns.
• Skills: Required – Familiarity with state and local clean energy policies. Experience executing paid grassroots tactics. Demonstrated knowledge and experience using metrics to monitor and report on campaign activity. Demonstrated ability to respond rapidly to requests, work under pressure and meet deadlines.
• Preferred — Familiarity with local planning decisions. Familiarity with community benefits agreements. Experience working with donors.
