Position: Data Standards Programmer
Duration: 12 Months with a possibility of extension.

Responsibilities
• Responsible for leading the development and implementation of enterprise-wide data standards at the National Library of Medicine (NLM) OCCS
• Develop and implement a comprehensive data governance framework for the NLM OCCS.
• Oversee the creation and maintenance of data standards, metadata repositories, and data dictionaries.
• Lead data quality initiatives, including data profiling, cleansing, and validation.
• Design and implement complex data mapping and transformation logic to ensure data consistency across systems.
• Collaborate with data architects, database administrators, and application developers to optimize data models and structures.
• Provide technical leadership and mentorship to the data standards team.
• Utilize data profiling and analysis tools to identify and resolve data quality issues.
• Develop data quality reports and metrics to monitor data health.
• Stay up-to-date with industry trends in data management and standards.
• Develop tools to facilitate the collection of data within existing and new registries, improve the value and sustainability of registries through leveraging electronic data, and demonstrate that the data in the registries can be reused to answer additional questions through the addition of new data elements and patient cohorts.
• Improve usability and ranking in search engines and provide very good support for mobile technology which is increasingly needed for field data capture.
• Maintain and implement the MEDIT system, which will remove the dependency on Cold-Fusion and move to modern technology, reduce maintenance effort, improve security, and migrate to the cloud platform.
• Migrate pre-release and ETL tools from Oracle to Postgres DB.
• Support the value set authoring and expansion processes in Value Set Authority Center (VSAC) and Fast Healthcare Interoperability Resources (FHIR).
• Import new code system data to support the curation of Centers for Medicare & Medicaid Services (CMS) C-CDA (Consolidated-Clinical Document Architecture) value sets in VSAC.
• Update Unified Medical Language System content to provide the user community with updated terminology.
• Refresh the UMLS Terminology Services to replace legacy technology with modern technology.
• Provide additional API for value sets retrieval from VSAC repositories and support access to various value sets in a standard manner, with the data format conforming to FHIR specification an HL7 standard.
• Automate and maintain RxNorm - Source Inversion Insertion.
Experience:
• Minimum 10 years of experience in data governance, data quality, data management principle.
• Experience in data collection, data flow management, data quality, and data standards from from varied group of data sets like Value Set Authority Center (VSAC) and Fast Healthcare Interoperability Resources (FHIR).
• Experience in retrieving and assembling data from multiple sources/formats, creating derived datasets, and implementing data specifications to create OCCS datasets to be used in research.
• Basic understanding of python, SQL, MySQL, Oracle, PostgreSQL, MongoDB, XML/JSON, or other languages/tools
• Experience with data modeling, metadata management, and data profiling.
• Proficiency in SQL, data manipulation languages, and ETL tools.
• Knowledge of data warehousing and business intelligence concepts.
• Experience with data integration and interoperability standards (e.g., HL7, FHIR).
• Relational database management experience in platforms like Oracle, PostgreSQL, MySQL, etc.
• NonSQL database management experience in MongoDB or Cassandra with the ability to share, define the schema, etc. as well as supported tools like ElasticSearch, NodeJS, and AngularJS.
• JavaScript fluency and an understanding of frameworks like AngularJS or ReactJS.
• XML and its related tooling and supporting technologies like Xpath, etc.
• Knowledge of decoupled application architecture through API with HTTP protocol or offline downloading protocol like FTP.
• Solid understanding of computer science principles like data structures, algorithms, etc. to continually improve one s ability and current implementation.
• Solid experience in the use of software engineering tools like JIRA, agile methodology, test-driven development, etc.
• Hands-on experience in cloud computing environments like AWS, Azure, or Google Cloud.
• Experience in Extract-Transform-Load (ETL) tooling like kettle, etc.
• Experience in Java or any scripting language like Python, Perl, etc.
• Demonstrated experience in working with other organizations to review and advise on a wide range of specific value-set content issues referenced in MU regulations.
• Demonstrated experience in providing eCQM-related support.
