DEFINITION: Under general direction, the Housing Finance Analyst performs complex and responsible duties in providing professional support and/or coordination to Housing Authority’s program Departments.
CLASS CHARACTERISTICS: The incumbent in this position class conducts studies to improve the operational and financial effectiveness of the Housing Authority; extracts financial data from various accounting and information systems; performs moderately complex statistical, cost and financial analyses, preparing subsequent narrative analysis for management; and performs related duties as required.
ESSENTIAL FUNCTION STATEMENTS :
Essential and other important responsibilities and duties may include, but are not limited to the following:
Generates and maintains financial models including analysis of development costs, revenues, operating cost, and cash flows.
Reviews, interprets and implements program and legal guidelines and regulations as required to ensure compliance.
Assists with budget preparation and monitoring; prepares and tracks financial spreadsheets and documents related to expenditure accounts.
Assists with audit report preparation; fields audit questions, researches for appropriate answers in a timely fashion. Coordinates with third parties to respond to audit requests as necessary.
Research and prepare grant proposals and requests for proposals as needed or applicable.
Collects and studies data to determine costs of business activities; recommends budget adjustments and other cost improvement measures.
Analyzes financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance or to project a financial probability.
Reviews costs and performs cost benefit analysis related to projects and programs.
Performs moderately complex statistical, cost, and financial analysis of data reported in the various financial systems.
Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles.
Interprets financial transactions and measures for users who must make economic or business decisions; verifies documents for completeness and compliance with government and private agencies.
Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and format data, reports and presentations.
Participates with a variety of committees, study groups, task forces within local communities; attends a variety of meetings (some of which may be at various offsite locations), including staff meetings; makes presentations to Board of Commissioners;
Performs other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles, methods and techniques of public and financial analysis and administration; laws, regulations, resolutions, and codes applicable to housing authority financial administration; accounting and auditing standards; Housing Authority organization, operation, policies and objectives; working knowledge of Low Income Housing Tax credits, TCAC regulations, tax exempt financing, CDLAC procedures and mixed income financial applications and transactions; ability to perform the requirements of the job with limited supervision; ability to analyze and evaluate contracts, budgets, proposals, government contracts, contractor’s performance/compliance, and make appropriate recommendations; ability to manage a project or assignment from inception to completion; ability to establish and maintain effective working relationships with others; meet schedules and time lines; research data and prepare reports; communicate effectively both orally and in writing; work confidentially with discretion; make oral presentations; skill in the use of personal computers, software applications
Minimum Qualifications
Any combination equivalent to: A bachelor's degree from an accredited college or university in business or public administration, finance, accounting or closely related field and four (4) years increasingly responsible experience conducting financial analyses, preferably for a local public agency.
License or Certificate
Possession of or ability to obtain, an appropriate valid California driver’s license. Employees must maintain a driving record, which meets the requirement of the Housing Authority’s carrier.
