Task Description:

As a human resources assistant, you will support classification and/or staffing actions. You may perform duties related to classification, personnel action processing, or records maintenance which include: drafting job announcements, extending job offers, and onboarding. You will be responsible for monitoring and ensuring all personnel actions are processed in a timely and accurate manner as well as developing and maintaining electronic databases to track personnel actions, including: within-grade increase, classification actions, desk audits, promotions, appointments, and separations. You will maintain personnel and recruitment records in accordance with established guidelines; ensure strict confidentiality and security of all personnel matters and records; code and process a range of actions, including those that have unusual conditions or issues requiring deviation from standard procedures; and process and document HR actions for a wide variety of employee categories that involve different forms, authorities, action codes, and regulatory authorities or additional pay systems. You will obtain missing data from HR files or the appropriate office; assist employees in preparing paperwork related to HR actions; review finished forms for completeness and accuracy; contact individual employees or supervisors by telephone to resolve questions before processing final actions; provide information on HR systems, processes and procedures; and/or provide brochures, applications, and other HR documents to employees. You will prepare and issue tentative and final offers of employment; perform research as necessary; support HR Specialist(s) as needed; and respond to inquiries concerning HR entitlements and services, processing procedures, alternatives, and requirements.

Required Skills

Required skills/Level of Experience:
• 1+ years of operational staffing experience completing job analyses in coordination with hiring managers, posting job announcements, performing qualifications adjudications, and issuing selection certificates
• Experience processing personnel and hiring actions for scientific and non-scientific roles, including Weather Service and Fisheries mission-critical positions
• Experience reviewing employment forms and documents for accuracy, and assisting employees with routine human resources program issues
• Experience interpreting HR regulations and policies to provide guidance to customers; a bility to apply and interpret Federal HR laws, policies, and agency-specific operating procedures
• Demonstrated ability to manage high volumes of HR transactions to standard/against SLAs
• Maintain records and automated systems for records management and database accountability
• Proficiency in the use of the Microsoft Office Suite (Word, Excel, PowerPoint) and technology-based collaboration tools (WebEx, SLACK, MS Teams, SharePoint, Box)

Skills

Nice to have skills:
• Knowledgeable in end-to-end staffing processes for hiring as well as movement of personnel and applicants
• DEU Certification or willingness to train/take exam
• Onboarding new hires
• Group and meeting facilitation
• Prior shared services or transition experience
• Experience using automated applicant tracking systems and other systems to supporting hiring and onboarding
