Duties

Located in the Detail Management Staff within the Audit and Review Staff, Resource Management and Planning (RMP), Executive Office for United States Attorneys (EOUSA), U.S. Department of Justice (DOJ). The Detail Management Staff is responsible for administering and/or coordinating a variety of analytical and evaluative services involving legal and administrative staff of the collective United States Attorneys' Offices (USAOs) and EOUSA, who are detailed on short- and long-term assignments to EOUSA, other USAOs, and other federal agencies located throughout the United States. Typical duties include:

Provides a range of analysis and evaluations of specific elements of the Detail Management Program, i.e., budget, staffing, travel, or entitlements.
Prepares and reviews Memoranda of Understanding (MOU) and related supporting documentation, ensuring that all clauses meet DOJ and Office of Personnel Management (OPM) regulations, policies, and procedures.
Assists and advises detailees regarding entitlements at the start of the detail and works closely with detailees for the duration of the detail assignment as required.
Provides assistance and information in response to questions related to such issues as housing, travel, transportation, leave, relocation, and similar administrative issues.
Reviews and analyzes the detailee program budget for compliance with established policies and establishes control procedures to assure that the monetary limitations are not exceeded.
Monitors reimbursable details to ensure reimbursement from other agencies is received.
Performs cost analysis, taking into consideration such factors as cost of travel, meals and incidental expense allowance, lodging allowance, reimbursement for Federal, state, and local income taxes, and other similar special circumstances, to determine cost-effectiveness of the program in meeting established goals and objectives.
Prepares and/or reviews the preparation of travel authorizations and vouchers for detailees, ensuring that all requirements in the Federal Travel Regulations are met.
Ensures travel expenditures are charged against the proper accounting codes by reviewing various financial systems reports and resolving any discrepancies.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

You must be a U.S. Citizen or National.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
You must be registered for Selective Service, if applicable.
If selected, you may be required to complete a one year probationary period.
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-09 Specialized Experience: To be qualified at the GS-09 level, applicants must have at least 1 full year of specialized experience equivalent to the GS-7 in federal service. Experience includes: assisting in collecting and preparing data for evaluation of administrative processes pertaining to, and all documentation required for, budget, staffing, travel, or other administrative documents; using automated systems to enter information and produce documents to perform a variety of functions, such as travel orders, reports, onboarding documents, etc; reviewing data for completeness and accuracy for entering into an electronic data system; Using software programs such as MS Word, Excel, PowerPoint, and Outlook to prepare reports, correspondence and training materials.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
Superior Academic Achievement: Possess a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 or higher out of a possible 4.0 based on courses completed during the final two years of curriculum; a GPA of at least 3.5 or higher based on the average of required courses
