This position is located in the Office of Information Communications Technology (OICT). The Programme Management Officer (Digital ID) reports to the Office of the Chief Information Technology Officer (O/CITO). The focus of this job is to support the implementation of the Digital ID project for the UN Secretariat. The UN Digital ID programme seeks to provide the UN workforce with a universal, system-wide identity. Harnessing blockchain, biometrics and mobility, the UN Digital ID seeks to make UN identity verification efficient, secure, transparent, immutable, portable, and universal. It seeks to modernize processes, solve data fragmentation, and redistribute ownership of personal data back to employees. This solution is envisaged to contribute to the modernization of UN system organizations by increasing efficiency, reliability, and scalability. Six organizations sponsor the UN Digital ID programme: the UN Secretariat, UNDP, UNHCR, UNICEF, UNJSPF and WFP. Responsibilities
Within delegated authority, the Programme Management Officer (Digital ID) will be responsible for the following duties: • Coordinates initiation, planning, execution, monitoring and reporting, closing and evaluation of the sub-programme relevant to the UN Secretariat as part of the larger UN Digital ID programme; as agreed by the UN Digital ID Programme Steering Committee, The UN Secretariat Digital ID Steering Committee and in coordination with the UN Digital ID Programme Director. • Reviews reports, gathers, records and analyses project status data, reports project progress; identifies problems and issues to be addressed; proactively escalates exceptions through the approved governance framework within the Secretariat and as part of the overall UN Digital ID Programme; and coordinates the initiation of corrective actions; escalates issues proactively within the Secretariat and as part of the overall Programme; liaises with relevant parties; ensures follow-up actions. • Maintains project documentation such as plans; assumption, change, risk and issue logs; stakeholder matrix; lessons learned register; test results and evaluation documents; etc. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and by advising on the development of the action plans that relevant UN Secretariat entities will use to manage the change. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to the Digital ID project meetings, on behalf of the UN Secretariat including proposed agenda topics, identified participants, preparation of documents and presentations, talking points, records of meetings, etc. • Initiates and coordinates outreach activities to project stakeholders within the UN Secretariat and the wider UN System; conducts training workshops, seminars, etc.; and makes presentations on assigned topics/activities to the project Steering Committee and other relevant stakeholders. • Performs other duties as required.
