DES is seeking an experienced and highly motivated individual to join our team as a Senior Procurement Specialist for the Division of Financial Operations, Office of Procurement. This position serves as procurement project management lead for assigned procurement projects; exercises limited procurement authority as delegated, which may include preparation of sole source, competition impracticable, and emergency recommendations and exempt procurement; and provides training and mentoring to colleagues engaged in procurement activities; and utilizes the State eProcurement system to perform administrative and customer services functions, vendor outreach, and contracts database entry, and provides technical assistance as necessary.

This position may be available for remote work within Arizona (one day per week in the office/hoteling).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Ensures appropriate sourcing methods for the acquisition of products and services, utilizing the Arizona Procurement Code, State market research and analysis, and Internet research.
• Prepares and issues timely, complex solicitations; conducts public solicitation openings and pre-solicitation and post-award conferences; prepares solicitations evaluations and contract awards; and chairs evaluation committees.
• Reviews certificate of insurance documents, protested solicitation awards, breaches of contract controversies, and contract claims; works toward resolution; and prepares determinations, responses, and agency reports for the Chief Procurement Officer's signature.
• Initiates and issues purchase orders, task orders, change orders, and contract amendments; properly administers contracts for highly complex and technical commodities and services; and prepares and provides timely and properly executed contracts and related documents for informal and formal solicitations.
• Negotiates financial, programmatic, and delivery requirements to include market research and analysis and Internet research; participates in vendor evaluation and deficiency notification and resolution; relays unresolved procurement customer and vendor disputes, and customer complaints to the Department's procurement management.
• Initiates and drafts internal and external reports, memorandum, and correspondence; provides timely and accurate communication to internal and external customers and vendors; and maintains positive and ethical supplier and customer relations.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Relevant Arizona Procurement Code rules and regulations, and DES/State contract management and acquisition process.
• Public contracts management and acquisition process, and highly complex and technical commodities and services within the scope of responsibility.
• Business law as it relates to contract formation and administration.

Skills in:

• Research and analysis.
• Verbal and written communications.
• Use of computers and software, including but not limited to Microsoft Office Suite, Adobe Acrobat, and Google Workspace tools.

Ability to:

• Plan, organize, coordinate, and prioritize activities effectively.
• Perform statistical and abstract analysis.
• Maintain objectivity and confidentiality.

Selective Preference(s):

The ideal candidate for this position will have:

• Minimum two years of experience equivalent to a Procurement Specialist.
• A Bachelor's degree in Supply Chain, Business, Finance, or a related field from an accredited college or universi
