The Parks Finance Section is actively recruiting three dynamic Business & Finance Officers to join our team to provide crucial budget and fiscal expertise. Two positions will support our budget initiatives, while the third will provide pivotal fiscal support, all to help drive strategic decision-making across our diverse Parks and Recreation Division programs. About the Role:
These positions will be responsible for tracking and analyzing expenditures, overseeing budget functions, and ensuring the integrity of operating, capital, and grant budgets. Additionally, they will collaborate closely with internal and external stakeholders to drive strategic decision-making.
Fiscal/Accounting Business and Finance Officer II: This role will focus on accounts payable and receivable, bank reconciliations, state and federal grant reporting, and year-end processes.
Budget Business and Finance Officer II: This role will be instrumental in developing and implementing the Division’s biennial and supplementary budgets.

What You Will Be Doing:
All positions will be responsible for supporting King County Parks in the following areas:
• Collaborate with business units to understand fiscal needs, provide effective reporting and analytic tools, and ensure standardized, consistent financial information processing and reporting.
• Extract, organize, and review financial records and reports from Oracle EBS, BI, and other internal systems to ensure revenue and expenditure accuracy.
• Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
• Conduct and communicate routine and ad-hoc financial analyses, including cost comparisons, resource equity, performance evaluations, and cost/benefit analyses.
Responsibilities specific to the Accounting and Fiscal Administration Unit include:
• Create accounting transactions including review of invoices, preparation of journal entries, completing Smartsheet, and other accounting transactions as needed.
• Manage the reconciliation and booking of accounts receivable transactions such as bank transactions, aging accounts, risk recovery transfers, and those within financial systems, i.e., ActiveNet and Ventek.
• Process accounts payable transactions related to tax payments, expenditure approvals, and general ledger reconciliations.
• Assist with the reconciliation and preparation of state and federal grant invoices, billings, emergency declaration reimbursement claims, and financial reporting.
• Support year-end close-out activities and prepare the Schedule of Expenditures of Federal Awards (SEFA), and the Schedule of Expenditures of State Financial Assistance (SSFA).
Responsibilities specific to the Budget and Financial Planning Unit include:
• Oversee biennial and supplemental budget development for assigned business units, performing detailed financial analysis and forecasting to ensure compliance with fiscal targets and budget limits.
• Identify appropriate funding sources, policies, and program requirements
