Position Objective
This position is responsible for planning, directing, managing, and evaluating all functions of the Maintenance of Way (M of W) Power Department, including scheduling and budgeting to ensure that Metro-North's Traction Power Systems are maintained in safe operating condition. This position requires a particular emphasis on the daily operations, planning, and implementation of Long-Range Needs Assessments, Asset Management (EAM), and proactive maintenance programs to enable improved train operation, a safer working and operating environment, and more efficient use of the Power Department's resources. The position is also responsible for overseeing the monitoring and reporting of required inspection/maintenance activities. The position manages the overall engineering aspects of the Power department ensuring all assets are built and monitored to NEC, NESC, IEEE, and MNR standards
Responsibilities
• Provide leadership and direction in developing long-term planning and strategies for power system improvements to meet current and future operational needs. Work with Deputy Chief to progress/advance the annual twenty-year needs assessment.
• Direct subordinates in efficient use of budgeted resources. Direct and review allocation of material, equipment, and personnel including the preparation of the department's annual budget. Coordinate M of W initiative to develop and review work orders to analyze department spending. Evaluate trends and improve workforce productivity.
• Lead the scope, schedule, and coordination of all associated projects both capital and in-house management initiatives, within the department to ensure a State of Good Repair (SGR).
• Oversee the Engineering, design, data analysis, and data collection of all power assets, ensuring they meet FRA, OSHA, NEC, and MNR Standards of Maintenance requirements.
• Monitor compliance with labor agreements by managers and agreement employees. Monitor the conduct of employees to ensure compliance with company and governmental policies and regulations.
• Communicate with managers in other departments to coordinate work activities that might impact Transportation and M of W project, awareness of operational problems and their impact.
• Review various documents such as operations logs, trouble tickets, budget reports, payroll reports, etc., and update the Deputy Chief on the status.
• Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications
Required Knowledge/Skills/Abilities:
• Detailed knowledge of the Power Department Operations and Maintenance practices work, including repair, rehabilitation, and construction of the track and the material and equipment associated with this work.
• Knowledge of OSHA, NEC, NESC, and Electrical Industry General Consensus Standards.
• Ability to analyze complex situations and make quick and effective decisions based on that analysis.
• Excellent verbal and written communication skills.
• Strong knowledge of Metro-North's Third Rail and Catenary Traction Power Systems.
• Strong project management, forecasting, and coordination skills which include quality control and quality assurance measures with adherence to deadlines.
• Knowledge of engineering services required for railroad and corporate operations.
• Strong knowledge of safety rules and regulations to promote a safe work environment.
• Available to be on call 24 hours per day 7 days per week.
• Strong working knowledge of Microsoft Office and/or comparable applications.
• Strong analytical skills to analyze new and existing products, equipment, and/or procedures.
• Must be able to recommend improvements or replacements to better support the track engineering systems.
• Must be able to work in a high-profile/high-pressure environment.
• Strong interpersonal skills with the ability to interact with internal departmen
