The hiring range is $68,374.70 - $76,853.16/annually, commensurate with experience.
This is a hybrid position. New hires are eligible to telework after six (6) months of employment following a satisfactory performance appraisal and subject to department approval.
The Purchasing Division of the Department of Fiscal and Administrative Services is currently seeking a Senior Procurement Specialist to performs specialized technical procurement (primarily capital projects), including formal and informal procurements, and related duties for the Purchasing Division. Conducts and coordinates simple to high cost and/or complex government procurement for construction, architectural, engineering, and other services, consisting of evaluating requisitions, procuring materials, equipment, and services, developing specifications and solicitations. The position works semi-independently to identify and perform the specific tasks required and uses independent initiative to resolve new, unusual problems and deviations encountered in the work, seeking advice and guidance as required.
• Executes a wide variety of standard and nonstandard purchases in accordance with established procedures and policies.
• Develops and prepares all levels of formal and informal procurements for projects, to include solicitation, instructions, specifications, scope of services, special conditions, general conditions, proposal/bid forms, evaluation procedures and criteria, and other associated tasks. Position may conduct non-capital procurement, as directed.
• Administers the purchase order and requisition system (as directed), creates purchase orders in the financial system, makes all necessary changes and/or voids purchase orders if required, ensures accuracy of accounting/budget information as well as all purchasing information in order to encumber purchase orders, runs all edit and open purchase order reports as requested by using agencies. Issues emergency purchase orders and confirms prices or estimates with suppliers and/or using agencies and document. Reviews requisitions and approves purchase orders as required to back-up the Assistant Chief.
• Interacts with County personnel at all levels, serving as a technical resource to assist and provide guidance and advice to resolve questions regarding procurement needs, requirements, specifications, possible substitutions, grouping like items together for single purchase and answering inquiries pertaining to the financial system.
• Communicates with vendors regarding commodities and services required by the County, or to invite bids/proposals and clarify details of procurement process requirements and/or specifications or scopes of services, discrepancies, and problems to meet County procurement requirements.
• Complies with all procurement regulations, including all applicable Federal, State of Maryland, and local regulations, including prevailing wage regulations and applicable socio-economic programs, in the performance of their job duties. Ensures compliance with County purchasing regulations at all levels of procurement.
• Schedules, coordinates, and attends and/or conducts pre-bid and pre-proposal meetings and formal bid openings, as required.
• Coordinates review and analysis of quotes, bids, and proposals received in response to formal solicitations.
• Develops and prepares contract award recommendations for review and approval of the Chief of Purchasing.
• Performs all administrative functions necessary to support procurement functions. Maintains procurement files and correspondence in hard copy and electronic format and prepares procurement related reports as requested.
• Assists in responses to bid/award protests and Public Information Act requests as directed.
• Assists with development of procedures and writes manuals and directives as directed.
• Assists with development and conducts training for County staff as directed.
• Serves as the Purchasing representative in the Charles County Emergency Operations Center, when directed.
• Functions as the Assistant Chief of Purchasing in his/her absence, as assigned, and performs related work as required.
• Performs other related job duties as assigned.
Education and Experience:
Associates degree in Business Administration or related field. Four (4) years of technical governmental purchasing experience in high dollar/complex procurement, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO) preferred, but not required.
Special Requirements/Qualifications:
