Housing Aide-Spanish Speaking (Provisional)

An incumbent to a position in this class is responsible for assisting with day-to-day management of a Site Development or Housing Choice Voucher Program or in duties relating to resident services, tenant selection and marketing, in a low-income public housing program or Section 8 Voucher Program. The Housing Aide (Spanish Speaking) is involved with investigations of living and financial conditions of (Spanish speaking) tenants, which will affect their continued occupancy as residents of a public housing development or continued participation in Section 8 Voucher Program. The incumbent is allowed some leeway for the exercise of independent judgment, with unusual or especially difficult problems referred to the immediate supervisor. Immediate supervision is received from a higher-ranking individual. No supervisory duties are exercised.Assists in the annual recertification survey and makes monthly updates at the site development office;
-gathers, verifies, updates and processes income information, family composition and all other information needed to compare with information obtained from EIV system to determine total family income and eligibility for recertification;
-updates all family and income information and applies correct payment for standard and utility allowance;
-determines and tracks adjustments in rent and Section 8 subsidies;
-enters updated information in electronic system and corrects errors as needed;
May prepare and conduct tenant and/or landlord briefings to provide required information on the Section 8 program to participants;
-prepares vouchers for distribution at briefing;
Maintains all files and records relating to tenants and applicants;
Assists in duties relating to Tenant Selection and Marketing;
-gathers information and verifies for the purpose of the screening process involving income verification, credit checks, police checks, home inspections (at current address), landlord references, and all other investigative information relative to the applicant family?s ability to adhere to a lease;
-schedules and interviews applicants and/or tenants;
Investigates complaints and inquiries;
-addresses and assists in solving issues with Spanish speaking tenants,
-forwards completed files for review, determination, unit assignment, to a higher-ranking staff;
- answers tenant and landlord inquiries;
Assists and participates in the following:
-lease enforcement and when necessary eviction process,
-collecting of delinquent accounts;
-filing of warrants and petitions in City Court;
-setting rents and leasing units in accordance with Authority policy and applicable law;
Assists in the coordination of community service agencies, including Spanish speaking agencies, at the site development level;
Prepares correspondence;
May be required to process requisitions for goods and services, memos, letters, input payroll data, etc.;
Conducts inspections by extensive walking and stair climbing, of vacant and occupied dwelling units;
-as a result of inspections, submits work orders for approval and inputs into computer;
-prepares and maintains records and reports relating to inspection process;
May be required to perform ground inspection (by extensive walking);
-submits and records result of inspections i.e. maintenance work needed, etc.;
-tracks inspections for completion;
Assists in the review of Housing Authority policies and applicable regulations;
May be required to act as an Interpreter of the Spanish speaking language when needed;
Performs related duties as required.PROMOTIONAL
Continuous and permanent status in the Buffalo Municipal Housing Authority as a Typist,
Account Clerk-Typist, Senior Account Clerk-Typist, Senior Typist or Project Cashier for one
year.

OPEN COMPETITIVE
(A)Associates Degree from an accredited university, college, or business institute (any major) and one year of full-time experience in investigations, personnel, credit, real estate or social work;
OR,
(B)Graduation from High School, GED or Equivalency Diploma and three years of full-time
experience in investigations, personnel, credit, real estate or social work;
OR,
(C)An equivalent combination as defined within the limits of (A) and (B).

Special Requirements for both Promotional and Open Competitive
1.Applicants must have the ability to fluently speak and translate the Spanish language.
2.Possession of a current New York State Driver's License that must be presented at time of appointment and maintained during employment.
NOTE: Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
Proof of education must be presented at time of appointment.

Good knowledge of investigation techniques and procedures;
