Senior Contract Compliance Analyst

POSITION SUMMARY:
The Senior Contract Compliance Analyst is responsible for oversight and monitoring of contractor compliance with all Ohio Department of Transportation (ODOT) contract requirements, as well as oversight and compliance with non-ODOT city contract requirements. This includes monitoring of all prevailing wage and project labor requirements, federal and state regulatory compliance. This position will also be responsible for developing contract compliance training for both City employees and external parties. The Senior Contract Compliance Analyst will also assist with all City of Toledo procurement processes.

ESSENTIAL JOB FUNCTIONS:
• Develop and implement procedures for the contract compliance requirements of Toledo Municipal Code Chapter 187
• Monitor regulatory compliance on City projects which may include State and Federal prevailing wage compliance; reviewing certified payrolls; performing site visits; conducting interviews; attending pre-construction/pre-bid meetings etc.
• Ensure certified payroll reports are collected from prime and sub-contractors and provide reports documenting same.
• Coordinate with city vendors and sister departments to resolve any issues related to contract compliance. Provide contract information such as MBE participation and prevailing wage data
• Monitoring of contract compliance with all Ohio Department of Transportation (ODOT) contract requirements
• Oversight and compliance with non-ODOT city contract requirements
• Monitors all prevailing wage and project labor requirements, federal and state regulatory compliance
• Monitor and enforce compliance with Administrative Policy #8 and post-contract completion vendor evaluations
• Secure local, state and federal contacts for presentations and trainings for divisions, departments, contractors, etc.
• Support all functions of the city of Toledo procurement process as required including but not limited to bid processing, purchase order evaluations, vendor management, contract development and monitoring
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
• Communication methods and procedures.
• MS Word, MS Outlook, MS Excel and MS PowerPoint.
• Smartsheet
• Related laws, prevailing wage laws, EEO, MBE, WBE, and DBE requirements and contracting procedures.
• ERP software (SAP preferred)
• SkillSmart or other prevailing wage software
Skill in:
• Resolving problems that arise in a quick and efficient manner.
• Identifying problems, securing relevant information, and identifying possible cause of a problem.
• Using the internet, remote communications, and other advanced tools to increase productivity and perform job functions.

• Incumbent must possess sufficient communication skills so as to clearly write or speak to individuals, groups of businesses relative to applicable City ordinance in contract compliance.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
• Graduation from an accredited college or university with a Bachelor’s Degree in construction management, business, accounting, finance, contract compliance, economics or a closely related field is required
• Three (3) years of experience in contract compliance administration to include any of the following areas: construction management, procurement or related processes, experience in monitoring contracts
• Must be willing to work flexible hours, some evenings and late nights to perform construction site visits on the roadway and attend related community events.
• Must possess a valid driver’s license.
PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:
• Certified Contract Administrator (CCA) certification through the American Contract Compliance Association (ACCA) or similar certification.
