NATURE OF POSITION: This Strategic Initiatives Project Manager (“Project Manager”) position is responsible for strengthening and growing a collective impact, collaborative model which requires establishing and maintaining cooperative working relationships with a variety of individuals, internal departments, outside organizations, consultants and related public agencies. The incumbent in the position will be managing, planning, organizing, implementing and evaluating funded and leveraged capital and community investment projects as well as specialized programs in the implementation of large-scale redevelopment projects, collective impact efforts with an initial focus on the Watts Rising Collaborative which is actively implementing a $32.5M Transformative Climate Communities* grant and a $35M Choice Neighborhoods grant** as well as future grant funded, community-centered projects for the Housing Authority of the City of Los Angeles.
To meet grant requirements, the incumbent must be highly-skilled in developing structures, policies, and practices for grant implementation and management and will be required to shepherd a variety of infrastructure and capital projects through concept to completion within budget and meeting all schedule milestones. Considering the nature of the various projects, the Project Manager will oversee a spectrum of projects focused on sustainability, public and environmental health, mobility and transportation, small and large infrastructure and affordable housing construction.
The Project Manager is a single incumbent, grant funded position responsible for fulfilling the requirements of these grants and developing the strategies and platforms necessary to sustain such efforts in the future.
DEFINITION: Under general direction of the Senior Project Manager, the Project Manager performs a wide variety of tasks related to planning, permitting, site preparation, regulatory compliance, project and construction management of the Housing Authority’s real estate assets going through redevelopment. The Project Manager will oversee a spectrum of projects focused on sustainability, public and environmental health, mobility and transportation, small and large infrastructure and affordable housing construction. The incumbent may also be responsible for assisting agency development staff in the successful delivery and sustainability of complex affordable housing development projects by managing due diligence, planning, permitting and construction activities; this will also include responsibility for ensuring all pertinent regulatory requirements are met and the projects are designed and built in accordance with HACLA policies and project goals.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
• Essential and other important responsibilities and duties may include, but are not limited to the following.
• Oversee designs, financial closings, drafting and execution of deal documents, create and manage budgets and schedules, project reporting and draws on related grant or loans.
• Manage partner relationships and specific collaborative projects through data collection, billing, invoicing, and reporting to the grantor on a regular basis.
• Evaluate outcomes, anticipate issues in advance and strategize solutions.
• Oversee related procurement and consultant activities including preparation and issuance of Request for Proposals (RFP)/scope of work, consultant contract negotiation, budgeting, metric-setting and contract oversight for related third-party services.
• As needed, assist in securing, maintaining and analyzing all program-related demographics and documentation.
• Maintain schedules for operational activities and coordinate work of all assigned staff and consultants.
• Understand capital fund planning and help prepare applications and contracts for new funding to fill any project gaps.
• Prepare and/or oversee the creation of policies, procedural manuals, technology-based organizational tools, educational materials and public information; design and implement all policies and programs in a collaborative fashion with both internal and external stakeholders using best practices in collective organizing and decision-making.
• Perform administrative actions such as preparation of Board reports, agendas, minutes and presentations, facilitation of meetings and retreats with the community, individual residents, and stakeholder groups to provide information, resolve issues, moderate feedback and plan/coordinate activities.
• Participate and weigh-in on strategic planning efforts, program design and implementation; ensure proper execution of the various projects are consistent with community priorities, compliance, and other contractual obligations.
