Under supervision of the Staff Services Manager I, the Staff Services Analyst (SSA) will perform essential research, analysis, and suggested alternatives or recommendations of applicable laws, rules, labor contract provisions, policies, etc., as they relate to the administration of a comprehensive personnel management program at Cal OES. The SSA is responsible for the medical coordination of the Workers’ Compensation (WC), Return-To-Work (RTW), Family Medical Leave Act (FMLA) California Family Rights Act (CFRA), non-industrial disability (NDI), state disability insurance (SDI) programs and Catastrophic (CAT) Leave.

The position requires the incumbent to collect and analyze data related to Workers' Compensation (WC) and disability claims, compile summaries of statistical data regarding occupational injuries/illnesses, track departmental costs and injury trends, and provide written recommendations.

Knowledge of Workers' Compenstation (WC) as it relates to the interworking of transactions. Requires a sensitivity to work issues and situations, their impact on both staff and management with relation to short-term and long-term goals, work productivity and to meet the department’s mission in keeping with personnel management practices and existing laws, rules, and policies with favorable outcomes. Maintains confidentiality of all Workers' Compensation (WC) files by ensuring they are stored in a locked cabinet.

Working Conditions

Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

The Finance and Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, grants management, human resources, labor relations, staff recruitment, examinations, and organization and professional development. The Directorate is comprised of three sections: Administrative Services, Human Resources and Grants Management.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
