POSITION SUMMARY:

An employee in this position performs a variety of complex accounting tasks to establish and maintain financial records which may include expenditures, revenues, grants, projects and payroll in support of assigned operations for the Finance Office of Harnett County. This includes: researching and applying accounting, administrative procedures, and basic fund accounting to the review and processing of accounting and other financial documents; using automated systems; reviewing and monitoring data; making journal entries; reconciling accounts; conducting cash flow analysis; monitoring vendor and contract transactions; preparing financial reports; managing assigned projects; conducting financial analysis; and assisting various departments with technical support in the area of policies, procedures, financial standards, and use of financial software.ESSENTIAL FUNCTIONS OF THE POSITION:
• Collects information, reconciles accounts and coordinates and reviews expenditures, and revenues.
• Reviews and audits source documents. Prepares reports, reconciles ledgers, and recommends service improvements.
• Coordinates with internal departments to assess needs and with external reporting agencies to assess requirements.
• Reviews data to provide accurate and timely financial information to internal departments and outside agencies.
• Provides ongoing technical assistance to departments on fiscal policies and procedures.
• Performs program and/or account monitoring and evaluation of internal departments and/or subcontractors and recommends new procedures, methods, and systems.
• Under the supervision of the Accounting Services Managers, conducts financial services training programs for department employees.
• Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
• Bachelor’s degree in Accounting, Business Administration, Finance, or related field;
• Three (3) years of accounting experience in a fiscal operation, preferably in a government setting;
• Or equivalent education and/or experience.
• Possession of a Certified Public Accountant (CPA) designation; or
• Possession of a North Carolina Local Government Finance Officer Certification required; or
• Must have the ability to obtain a Certified Public Accountant designation or a North Carolina Local Government Finance Officer Certification within five (5) years from date of hire.
KNOWLEDGE, SKILLS, and ABILITIES:
• Knowledge of accounting and budgeting principles and procedures.
• Knowledge of grant accounting and reporting.
• Knowledge of spreadsheet and accounting software.
• Skill in performing mathematical computations.
• Skill in using spreadsheets.
• Ability to communicate, both verbally and in writing.
• Ability to interact with others both inside and outside of the Department.
• Ability to pay attention to detail.
• Ability to collect and analyze data.
• Ability to prepare reports.
PHYSICAL DEMANDS:

Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring exerting up to 20 pounds of force to move objects. This work also involves the physical abilities of perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing speaking, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to analyze data, determine accuracy, operate computer equipment, and inspect for errors.
