Position Description
EnCompass LLC is seeking a Junior Instructional Design Specialist to support the 5-year United States Agency for International Development (USAID) Bureau for Humanitarian Assistance Support Contract (BHASC).
The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions and is leading the training and learning support activities for BHA. The BHA Training and Learning Team works under the technical direction of BHA`s Office of Humanitarian Business & Management Operations.
The Jr. Instructional Design Specialist will contribute to the design development, delivery, production, evaluation, and reporting on training and learning activities including instructor-led sessions (in-person, virtual, and hybrid), digital learning (e-learning, podcasts, videos), and supporting materials.
They will primarily support the design and development of courses, activities, programming and other learning events for the Training Unit with additional support as needed to other Teams, Divisions, Offices, and operating units within the Bureau for Humanitarian Assistance staff in Washington, DC and globally. The candidate must be passionate about supporting USAID`s BHA and Missions with leadership and on-demand technical expertise to design and support programs contributing to the achievement of U.S. Government humanitarian objectives.
This is a full-time position located at the USAID/BHA office in downtown Washington, DC and follows USAID`s hybrid work model with split time between telework and the office. USAID`s return to work requirement is currently 3 days in person per week. The exact schedule of days required to be in the office will be determined by the BHASC Task Lead and Training Unit Manager in coordination with USAID/BHA. Eligible candidates must be legally authorized to work in the US for any employer without sponsorship. It is required to have at least US permanent residency with the ability to obtain and maintain Facility Access Clearance or have US citizenship with the ability to obtain and maintain a Secret Clearance.
Position Duties and Responsibilities
Essential functions:
Administration:
• Assist the Senior Instructional Design Specialist, Project Lead or Project Manager in ensuring the technical quality of instructional design activities and deliverables
• Collaborate with the project team to support the development and implementation of learning programs, applying adult learning principles and effective communication strategies
• Provide logistical and administrative support for the design, implementation, and evaluation of training programs
• Maintain clear and consistent communication with internal teams and external stakeholders to facilitate collaboration, ensure alignment, and progress towards project goals
• Ensure compliance with organizational procedures, policies, and relevant regulations throughout the project lifecycle
• Establish and maintain strong professional relationships with internal team and client staff
Technical:
• Work with subject-matter experts to gather content and develop instructional materials for learning programs
• Assist in conducting needs assessments, including research, focus groups, document reviews, and interviews
• Support the design and development of course materials, including storyboards, slide decks, and other instructional content
• Assist in the facilitation of training sessions, workshops, and other learning events, both in-person and virtually
• Contribute to the development and implementation of evaluation strategies to measure the effectiveness of learning programs
Other:
• Provide support in analyzing and reviewing programs and policies related to learning and staff development
• Assist in drafting and editing project deliverables, ensuring clarity and adherence to project objectives
• Perform other duties as assigned to contribute to the success of the instructional design team

Position Requirements
Academic Qualifications
• Minimum of High School diploma and 7 years of experience, or Associate`s degree and 4 years of experience, or Bachelor`s degree and 3 years of experience, or Master`s degree and 1 year of experience
• Degree in international affairs, instructional design, education, adult learning, organizational development, or a related field
• Required to have at least US permanent residency with the ability to obtain and maintain Facility Access Clearance or have US citizenship with the ability to obtain and maintain a Secret Clearance.
