Project Manager (CID Data Strategy) - Remote

SUMMARY

Under the supervision of the Data Systems Manager within the Center for Infectious Diseases (CID), the Data Strategy Project Manager will be responsible for the day-to-day project management of the development of Data Strategy for the CID, in alignment with the CDPH Data Strategy and the operational needs of the CID.

The project manager will draft and implement a data strategy for the CID. Duties include working with disease control programs to understand their data-related needs, across the data lifecycle (from data collection to data products), working with the data system programs to understand the nuances of the various data systems, and drafting a forward-facing data strategy for CID in alignment with departmental strategy and policies reflecting a move towards centralization of data in a cloud-based data warehouse. Develop documentation artifacts to support CID programs’ adoption of the data strategy, including playbooks, toolkits, and/or training materials. As part of the data strategy, the project manager will also develop and implement a governance process for how questions related to communicable disease surveillance and case investigations are asked, including state program subject matter experts, local health department staff, and data/informatics staff to ensure transparency and standardization across California.

Duties include working with a broad array of stakeholders including CID programs, Information Technology Services Division (ITSD) staff, local health jurisdictions and other governmental agencies to develop, promote, and execute a data strategy, including a data collection governance process.

The position will interact and collaborate with several multidisciplinary CDPH teams as well as multiple other internal and external partners.

This is a grant-funded, full time, benefitted position through June 30, 2026, and may be extended should funding become available.

The salary range for this position is $82,000 to $100,000 annually depending on experience/ qualifications.

ESSENTIAL FUNCTIONS
• Organize the development of a CID Data Strategy with objectives, milestones, and deliverables.
• Lead and facilitate information gathering meetings with CID disease control and data systems programs.
• Lead the development of a written CID data strategy.
• Develop and implement tools to support adoption of the CID data strategy by programs.
• Lead and organize a working group of state and local public health staff to support the development of a statewide governance process for standardizing questions related to communicable disease surveillance and case investigations.
• Document and execute a governance process for how communicable disease questions are asked, communicated to stakeholders, and implemented into data systems.
• Coordinate a Center-wide inventory of the software tools and applications used for data analysis and data management.
• Serve on CDPH data governance workgroups as needed.
• Identify and document training needs to ensure successful data strategy adoption.
• Document and identify needed roles for CID data strategy adoption.
• Develop strategies and materials to hand off governance and data strategy work to existing CID staff.
• Serve as a CID point of contact for stakeholders related to data strategy and governance.
• Establish and maintain contact with stakeholders.
• Other duties to support the CID data systems program as needed.
• Accept responsibility for other duties, as assigned.

JOB QUALIFICATIONS
• Demonstrated experience with data analysis and data management tools required
• Demonstrated communicable disease surveillance knowledge preferred
• Demonstrated ability to effectively communicate orally and in writing with public health and information technology partners
• Ability to prioritize and manage multiple tasks and work well independently and with a team
• Demonstrate reliability, integrity, and attention to detail
• Fluency in spoken and written English is required

Education/Experience
• Bachelor’s degree, required, master’s degree in public health, data science, or related field, preferred.
• Two years of experience in project management, especially in public health, preferred.
• Experience in coordinating complex projects.
