Business Officer

This position is located in Wilson, North Carolina.

The Eastern North Carolina School for the Deaf (ENCSD) is a state school serving the 54 easternmost counties that provides a specialized learning environment for deaf and hard of hearing students, kindergarten through 12th grade, following a typical school calendar. Â The ENCSD offers students an academic setting with standards-based instruction, low classroom ratios, career and vocational skills development, current technology, and an overall accessible environment for learning through American Sign Language. Â A boarding program is available for enrolled students residing outside of Wilson County. Â The ENCSD seeks to promote both intentional and experiential learning to provide continued advancement in student academic achievement and social/emotional well-being.

ENCSD is recruiting for a Business Officer II, operating as a generalist, in the Business Office. This position will administer and manage the business and financial affairs of the school and will also serve as a member of the Executive Leadership Team under the School Director.

Responsibilities include, but may not be limited to: Â accounts receivable, accounts payable, purchasing, contract and grant administration, time administration, inventory control, cash management, asset management, procurement, all shipping/receiving and warehouse inventory, financial/budget management, financial/budget projections and personnel administration of direct staff. This position is also responsible for accounting/business standards and practices, policy interpretation and implementation, budget analysis and forecasting to project for biennium and annual budgetary closeout of fiscal year end.Â

The ideal candidate will have thorough knowledge of modern office practices and procedures, office equipment; and considerable knowledge of personnel, purchasing, and accounting practices and procedures. Candidates should possess the ability to plan and direct fiscal and business services, to select, train, and supervise employees engaged in business operations and have the ability to establish and maintain effective working relationships with associates, other state officials, and the general public. Â Knowledge of the principles and practices of state and business administration is a plus.

Thorough knowledge of fiscal/budgetary theories and methodology.

Considerable knowledge of office procedures, organizational hierarchy and quality assurance to assure adherence to set procedures and guidelines.

Ability to develop written documents and reports and cater information to the sophistication of the audience.

Ability to supervise staff and make changes to workload distribution as necessary.

Ability to manage routine to precedent setting issues.

Ability to provide strategic planning assistance to management.

Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of training and experience.

Preferred qualifications: Management experience preferred. State/Government employees are highly encouraged to apply.
