FINANCE CONTROLLER
ABOUT THE POSITION
This is an exciting opportunity for an experienced Finance Controller looking to deepen a career
at the intersection of clean energy and social justice. The Finance Controller is responsible for
managing accounting operations for the organization including ensuring all accounting tasks
follow financial regulations and reporting requirements to ensure Groundswell is in compliance
with federal and state regulations.
Reporting to the Director of Compliance and Project Finance, this is an exciting opportunity for a
proactive, hands-on controller who brings a successful track record of creative problem-solving
and strengthening infrastructure to work in a mission-driven organization.

KEY RESPONSIBILITIES:
Core Activity (50%): Strategic Financial Management
• Ensure quality control over financial transactions and financial reporting for federal and
• philanthropic funding.
• Manage and comply with local, state, and federal government reporting requirements
• and tax filings.
• Provide executive management with accurate and comprehensive financial information
• to guide effective policy making and financial strategizing.
• Prepare and present financials and associated reports.
• Possess a solid understanding of general accounting theories, principles, and
• governmental accounting.
• Coordinate external audits with independent auditors and regulatory agencies (e.g.,
• DCAA); oversee preparation of required items.
• Establish and maintain internal controls over the receipt of revenue, incurrence of costs,
• and both regional budgets and actual expenditures. Maintain accounting procedures,
• controls, and a monthly accounting calendar.
• Support proposal activities and contribute to pricing responses for RFPs and RFQs.
• Support month-end and year-end close processes.
• Develop and document business processes and accounting policies to maintain and
• strengthen internal controls.
• Collaborate with the leadership team to coordinate financials across departments.
Core Activity (50%): Accounting and Grant Management
• Manage Accounts Receivable (A/R), Accounts Payable (A/P), Payroll (P/R), general
• ledger, and collections ensuring compliance with appropriate GAAP standards and
• regulatory requirements.
• Prepare, submit financial reports associated with Groundswell’s $156.6 million EPA
• Greenhouse Gas Reduction Fund (GGRF) Award and other federal and state awards.
• Assist with budgeting and implementation of budgets, including monitoring progress and
• regularly presenting financial metrics.
• Optimize and help coordinate our investment policy.
• Ensure grant funds and federal funds are accounted for appropriately and are adhering
• to all administrative guidelines and requirements set for their particular awarding agency
• and or foundation.
Additional Responsibilities:
As a member of the Groundswell team, participate in the execution of Groundswell programs.

COMPETENCIES AND SPECIALIZED KNOWLEDGE
• Government contract accounting experience; knowledge of Cost Accounting Standards,
• CFR/FAR/DFARs
• Prior nonprofit experience with a successful track record in a senior financial
• management role
• Experience as a Controller with federal government agency experience preferred
• Experience with U.S. Environmental Protection Agency Headquarters and Department of
• Energy contracting environment is a plus
• Proficiency with Unanet and Sage DCAA Compliance software is essential
• Experience with Fixed-Price (FFP), Time-and-Materials (T&M), and Cost-Plus contracts
• Hands-on experience with preparation and review of incurred cost submissions and
• forward pricing rates
• Experience managing Single Audits and reviewing Financial Statements
• Direct and concise communications skills, an active listener; ability to translate complex
• financial concepts to individuals at all levels including finance and non-finance managers
SUPERVISORY RESPONSIBILITIES
No supervisory responsibilities.
WORK ENVIRONMENT
This position operates in a hybrid setting, requiring both in-office and remote work as per
Groundswell’s re-entry plan.
POSITION TYPE AND EXPECTED HOURS
This is a full-time, 40 hours per week position. The days and hours of work are Monday through
Friday, 9:00 am to 5:00 pm, and core hours are from 9:30 a.m. to 4:30 p.m. Occasional evening
and weekend work may be required as job duties demand.
