Property Tax Manager

Under administrative direction of the Chief in the County-Assessed Properties Division (CAPD), the Principal Property Appraiser (PPA) over the Assessment Services Unit and Training and Certification Unit is responsible for the planning, administration, direction, and evaluation, through subordinate supervisors, of (1) Assessment Services, which is mandated by Government Code section 15606(d) and (f), Revenue and Taxation Code sections 63.1, 69.5, 205.6, 218.5, and 401.5, and (2) Training and Certification, mandated by sections 670-673 and Property Tax Rules 281-284. The Assessment Services Unit issues instructions and guidance on interpretation and application of property tax laws and rules related to property tax appraisals practices and procedures through various documents/publications and provides to County Assessors data and other information to promote assessment uniformity; updates Assessors' Handbook Sections, reviews assessment practices survey compliance audit work papers, and addresses complex property tax issues. The Training and Certification Unit certifies state and County Assessors' personnel performing appraisals for property tax purposes and conducts classes on various appraisal topics at various sites throughout California; develops training materials for property tax staff. The PPA also works cooperatively with County Assessors and their staff, taxpayers, and their representatives, and is a part of the Property Tax Department's and the Board's overall management team.

Working Conditions
