BPP Team Lead (Internal Applicants Only)

Under the general direction and supervision of the BPP Director, the Business Personal Property Team Lead will coordinate the activities of the BPP Staff, ensuring TCAD policies are followed. The Business Personal Property Team Lead typically works Monday through Friday, 7:45 a.m. to 4:45 p.m., with extended hours as needed.Essential Duties
• Supervise the application of accepted appraisal methods to estimate the value of personal property in Travis County and oversee the production of an accurate business personal property appraisal roll.
• Assist in developing policies and procedures on appraisal methodology and administration.
• Appraise difficult or complex properties and reconcile valuation differences in judgment between appraisers.
• Provide training, set objectives, monitor performance, and provide feedback to BPP Appraisers
• Manage BPP Personnel attendance and assume time clock responsibilities.
• Analyze contested property values and participate in settlement negotiations with litigated properties as needed.
• Participate in compliance with State reporting requirements to include, but not limited to, the Property Value Study and Methods and Assistance Program
• Conduct field work in assigned geographical areas in Travis County and monitor appraisers field work completion and provide feedback to appraisers.
• Provide training, set a standard of performance, review work accomplished, and provide analytics of each review phase for BPP appraisers.
• Aid in the development and management of the appraisal plan, make assignments and track appraisers engagement.
• Represent the district in frequent contact with property owners, property tax professionals, attorneys, taxing units, and the general public.
• Adhere to assigned deadlines and complete tasks accordingly.
• Oversee the Districts participation with outside contracted appraisers. (CAG)
• All duties are performed independently and require self-motivation and a professional attitude in the work environment. The appraiser must be able to do business with the public in sometimes difficult and adversary situations.

Requirements/Additional Responsibilities
• Must be a Registered Professional Appraiser (RPA) or be able to pursue and obtain within 5 years.
• Must be authorized to work in the US, have reliable transportation, a valid Texas Driver’s License, and proof of liability insurance.
• Continuing education — Stay current on appraisal, assessment, and technology issues and apply new knowledge in the work environment.

Minimum Education and/or Experience
• Bachelor’s degree preferred, preferably in Finance, Accounting, or other related discipline.
• Two (2) years of supervisory experience preferred.
• Two (2) years of experience performing BPP valuation assessments preferred.
