Job Summary
The Manager, Care Management Program Initiatives is responsible for overseeing the quality of strategic and operational processes as well as leading people to support continuous improvements and technological advancements in the department. This position is responsible for the direct management of department’s Program Team and is non-clinical in scope of work. The Manager manages the strategic programs, projects, and workload to ensure deliverables, both internal and external, timely meet deadlines and compliance requirements.
The Manager synchronizes the work of cross-functional project teams, and work collaboratively with leadership teams to serve as the point of contact for stakeholders. The position has oversight over the design of department’s workflows for process efficiency, leveraging operational systems in addressing member and provider needs, providing efficient communications between departments and ensuring systems are in place for seamless operations. The position is responsible for analyzing department processes in light of technological resources, planning relevant improvements and resolutions, and communicating them to the senior leadership as well as impacted staff or teams.
The Manager is responsible for managing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.
Duties
Manages complex projects, engaging and updating key stakeholders, developing timelines, leads others to complete deliverables on time and ensures implementation upon approval. Identifies, creates and participates in the evaluation of strategic opportunities pertinent to the objectives of the department.
Develops and champions technology initiatives and operational programs and associated processes to ensure efficiency in coordinating member needs.
Plans and implements systems and procedures to maximize operating efficiency and achieve strategic priorities.
Manages the development of strategic programs on a program management basis, to include development of budgets and projections. Participates and contributes to the review and analysis of financial information to ensure all operations are within budget.
Drives change management across teams to ensure effective release of process and system enhancement, in executing continuous process improvements.
Develops, recommends, and leads implementation of cross-functional policies and procedures, applying knowledge of operational goals, initiatives, regulatory compliance and capacity to drive better member outcomes.
Functions as a leader within the department to prioritize cross departmental requests (across all verticals) to ensure alignment to system and department needs, as well as regulatory guidelines.

Advises department’s senior leadership on program and process efficiency opportunities.
Works closely with department’s senior leadership to ensure the design of solid core operations, leading towards transforming processes and innovation.
Manages team members to successfully complete projects on time, within scope and on budget by ensuring that all Program Managers supporting the program create, manage, and maintain clear project schedules, resources, and project artifacts, support centralized document repositories, identify risks, assumptions, issues, and dependencies, provide timely status reports, and proactively escalate issues for resolution. Develops goals, objectives and actions plans for assigned staff, which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees. Manage staff , including, but not limited to: monitoring of day to day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others. Leads assigned staff members to ensure that current department and enterprise projects are meeting the regulatory requirements and that performance goals and objectives are being met and/or exceeded. Education Required
Bachelor's Degree in Public Health or Related Field
