Leidos is seeking a Project Execution Scientist within the RSS Contract at National Energy Technology Laboratory (NETL) in Albany, OR. NETL is a multi-disciplinary, scientific, and technical-oriented national laboratory and the U.S. Department of Energy’s primary lab supporting fossil fuel-based energy research. The objective of the Project Execution Engineer is to provide R&D support to help facilitate the execution of research conducted under Materials Engineering and Manufacturing (MEM). The Project Execution Scientist will need to understand the research being conducted in the various laboratories, procedures to be utilized in the laboratories, and understand research equipment needs necessary for the conducting of research functions. The Project Execution Scientist providing this support will also have the project management skills necessary for the administrative and technical functions listed below.

Primary Responsibilities:
• Scheduling and coordinating testing.
• Scheduling and coordinating instruments.
• Reviewing test plans to determine that they are within permitted scope and design envelope of the lab.
• Providing recommendations to the Responsible Person (RP) for review and approvals on a continual basis with the objective of enabling the safe conduct of research.
• As requested, providing laboratory and equipment specific training to research staff and facilitate LOC’s ability to document satisfaction of training requirements.
• Tracking all laboratory specific training at least quarterly to verify all project personnel have zero deficiencies and providing immediate notification to RP if there are any.
• Ensuring project consumables are available for use when needed
• Ensuring proper chemical storage, handling, and disposal including ensuring proper notifications to the Chemical Inventory Manager are made.
• As requested by the RP, drafting laboratory specific procedures and other documentation for research operations and safety analyses. SOPs are to conform with high quality standards for operational efficiency and to the SOP Template maintained by LOC.
• Assisting researchers in the identification of performance requirements for new equipment and actively assisting the RP in submitting the procurement request.
• Monitoring changes to experimental equipment design or experimental practices and report any concerns to the RP promptly.
• Reviewing project descriptions and inputs required for the design process and make appropriate recommendations to RP for consideration.
• Working with the Safety Support Personnel in LOC in the development of the NEPA, ISO and Pollution Prevention and Waste Minimization forms and any other environmental components of the SARS package.
• Continuously maintaining the project SARS file that is kept in the laboratory.
• Attending the initial and annual permit assessments to assist with answering questions regarding project operations.
• Providing support to the RP’s and the laboratory researchers in drafting work orders designed to achieve the Field Work Proposal/Multi-Year Research Plan milestones and objectives.
• Providing support to the RP during utility outages to ensure proper equipment shutdown or reduction in R&D operations are performed in a timely manner.
• Providing recommendations on new equipment needs to the RP’s and laboratory researchers for refresh or capability expansion.
• Identify opportunities for improvement and bring to the attention of the SubCLIN COR for consideration.
• Prepare and maintain a document/file of lab instrumentation with service contracts, including service contract end date, for use by the RP. If requested by RP, coordinate service for equipment. If instrumentation has service contracts identify the contract POP dates.
• Support lab equipment acquisition related efforts including vendor quotes, sole source justifications, acquisition requirements, and others

Required Education & Experience:
• Bachelor’s Degree in a STEM field and 4+ years of prior relevant experience or a Master’s Degree in a STEM field and 2+ years of prior relevant experience.
• Professional communication skills, both verbal and written, to obtain or provide information.
• Strong organization skills and the ability to effectively use applicable tools and techniques to communicate with various audiences.
